REPUBLIC WORK NO . 8491

AN ACTION PRESCRIBING THE CODE WITH THE NATIONAL BANNER, ANTHEM, SLOGAN, COAT-OF-ARMS AND OTHER HERALDIC PRODUCTS AND PRODUCTS OF THE PHILIPPINES.

Section 1 ) Short subject. — This kind of Act should be known as the " Flag and Heraldic Code of the Korea. "

Sec. 2 . Announcement of policy. — View and value shall all the time be accorded the banner, the anthem, and other nationwide symbols which will embody the national values and customs and which will express the principles of sovereignty and nationwide solidarity. The heraldic products and equipment shall seek to manifest the national benefits and to instill in the minds and hearts of our persons a simply pride within their native land, fitting esteem and love for the national banner and anthem, and the right use of the national motto, coat-of-arms and other heraldic items and gadgets.

Sec. a few. Definition of terms. — Whenever used in this Act, the term: cralaw a) " Military" shall suggest all limbs of the Armed Forces of the Korea including the Philippine National Law enforcement officials, the Bureau of Jail Management and Penology, as well as the Bureau of fireplace Protection;

b) " Festoon" shall mean to hold in a curved shape among two points as being a decoration;

c) " Flag" shall imply the Philippine National Banner, unless mentioned otherwise;

d) " Fly" shall suggest the part of the flag outside of the hoist or length;

e) " Symbol" shall mean any conventional sign which reveals mans achievement and heroism (for orders and decorations), identification, authority and a sign of dignity (for coat-of-arms, logo and insignia);

f) " Half-Mast" shall mean reducing the banner to one-half the distance involving the top and bottom in the staff;

g) " Hoist" shall mean the part of the banner nearest employees or the canvass to which the halyard is usually attached;

h) " Inclement Weather" shall mean that a typhoon signal is usually raised in the locality;

i) " Nationwide Anthem" shall mean the Philippine Nationwide Anthem;

j) " Official Residences" shall indicate Malacañang, and also other government-owned set ups where the Director resides, and also other structures filled by the Philippine Consulate or Embassies in foreign countries; k) " Places of Frivolity" shall mean areas of hilarity marked simply by or featuring boisterous merriment or fun; and

l) " Institute" shall mean the National Historic Institute.

PHASE I

THE NATIONAL BANNER

A. Type of the Countrywide Flag

Sec. 4. The flag from the Philippines will be blue, red and white with an eight-rayed golden-yellow sun and three five-pointed stars, since consecrated and honored by people. W. Hoisting and Display with the National Banner

Sec. five. The banner shall be viewed in all general public buildings, official residences, public plazas, and institutions of learning daily throughout the year.

Sec. 6. The flag will be permanently hoisted, day and night all year round, in front of the next: at Malacañang Palace; the Congress of the Philippines building; Supreme Courtroom building; the Rizal Monument in Luneta, Manila; Propina Shrine in Kawit, Cavite; Barasoain Shrine in Malolos, Bulacan; the Tomb in the Unknown Enthusiast, Libingan ng mga Bayani; Musoleo de aquellas Beteranos dela ut Revolucion; every International Ports of Access and all other areas as may be designated by Institute.

The flag shall be properly illuminated at night.

The flag shall also be exhibited in non-public buildings and residences or perhaps raised on view on flag-staffs in front of said buildings every April being unfaithful (Araw ng Kagitingan); May 1 (Labor Day); May well 28 (National Flag Day) to Summer 12 (Independence Day); previous Sunday of August (National Heroes Day); November 40 (Bonifacio Day); and 12 , 30 (Rizal Day); and such additional days since may be declared by the President and/or community chief management.
