INTRODUCTION

An election can be described as decision making process where persons elect or chose visitors to hold established offices. This is the usual device by which modern democracy floods offices in the legislature and frequently in the professional and judiciary, and in a regional and native government. The thesis that elections are accustomed to measure democracy will provide a baseline for this discussion. It will start by defining the real key concepts, go over elections as being a measure of democracy with illustrations, in particular of African countries which just lately had elections including Zambia and afterwards provide an answer as to whether polls are a enough measure of democracy. An political election is a political election to decide who will hold a political office which are usually conducted after having a certain time period. According to Ball (1998: 145) elections are a ways of democratically deciding on representatives in government and many more institutions. Polls describe a mechanism within a democratic dispensation where every eligible persons cast a ballot to make the decision an issue or perhaps choose leaders to hold established offices inside the legislature and frequently in the professional and judicially; and in a regional and native government. Maclver (1994), states that democracy is not really a way of regulating whether simply by majority or perhaps but generally a way of identifying who shall govern simply by involving freedom of choice in electing the rulers plus the consent from the electors that those who receive the mandate should certainly rule. Put simply, democracy is most beneficial understood like a key system to ensure powerful political and national management, in serving a selection function and in legitimating the selected through elections. Democracy is essential. All in all, democracy can be summarised as secret by the persons. In a democracy citizens have rights, including the freedoms of expression associated with association, Barnett, (2004). Frequently these privileges are written in a metabolism or additional public document. When people openly exercise these kinds of rights, for example , by appointment to counsel for their interests, by volunteering to frontward a valued cause, or perhaps by protesting a federal government policy, they actually so as element of civil world. In a healthy and balanced democracy these types of institutions like the civil society organizations product formal procedures such as voting and help individuals shape the culture, governmental policies, and economies of their. To sum all of it, democracy is definitely comprised of largely four key elements which may contain; a politics system for selecting and changing government through free and fair polls, the energetic participation in the people, since citizens in politics and civil life. Thirdly, the protection of the human rights of all citizens and fourthly, a regulation of rules, in which the laws and types of procedures apply equally to all people. In most instances, elections are used as being a pointer to democracy. This is because many believe that without the secret of the persons there is no democracy. This further features that people needs to have a claim in all concerns that affect their lives. From the understanding of liberty and freedoms,  the government must be elected by participation of very free of charge people not really under intimidation. It implies that the citizens must have a free will to decide on leaders of their choice and also have independence of appearance within the presented framework. Thus, elections become a very important tone for citizens to select their leaders as that is certainly how they engage in the process of making decisions�.
